Why the kit did not become one tariff article
The ruling concerned a non-freestanding DIY cedar sauna kit containing wood pieces, hardware, barriers, a door and an electric heater. CBP treated the heater and other components separately rather than classifying the entire collection as one prefabricated building.
8 digits vs. 10 digits
The HTSUS can state a legal subheading at the 8-digit level while Census import statistics use a 10-digit statistical reporting number below it. That is why the ruling citation and the data endpoint can display slightly different-looking codes without representing a contradiction.
What the trade data means
The 8516.29.0090 series includes other electric space-heating apparatus beyond sauna heaters. It is useful for category direction and origin mix, not for estimating sauna-heater units or revenue.
