In a 2019 ruling, U.S. Customs and Border Protection classified a specific freestanding, weather-resistant cross-laminated-timber sauna as a prefabricated building of wood.

Product form: an assembled prefabricated sauna designed as an occupiable, weather-resistant structure. The ruling noted that the units could incorporate electric or wood-burning heaters and, in some configurations, a shower.
Why CBP treated it as a building
CBP applied the Chapter 94 concept of a prefabricated building: a factory-finished structure or building elements entered together for assembly on site. The sauna’s rigid, enclosed, weather-resistant construction and dimensions suitable for human entry drove that result.
What the trade data can—and cannot—show
The Census series for this HTS category can show the value, trend and origin mix of all merchandise entered in the category. It cannot isolate saunas from other prefabricated wooden buildings. Sauna Import therefore labels it a broad sauna-relevant proxy rather than “sauna imports.”
