Prefabricated wooden saunas & HTS 9406.10
CBP has repeatedly distinguished complete freestanding sauna structures from built-in component kits. The condition of the merchandise at import matters.
Short answer
Ruling N304393 classified a weather-resistant freestanding wooden sauna under HTS 9406.10.0000. Earlier ruling 884879 likewise treated small complete wooden sauna buildings as prefabricated buildings. But N290059 found that a non-freestanding wood kit without its own building structure did not qualify for heading 9406.

Product form: a complete, occupiable, weather-resistant wooden structure. Current Census statistics under this code are used on Sauna Import as a broad trade proxy.
Why the complete structure matters
Heading 9406 covers prefabricated buildings. In N304393, the sauna's rigid enclosure, dimensions suitable for human entry and weather-resistant construction supported treatment as a building. In older ruling 884879, small complete wooden saunas from Finland were also classified with prefabricated wooden buildings, while appliances imported with them were to be classified separately.
Why a built-in kit can be different
N290059 concerned a wooden sauna kit intended to be built into an existing house or building. It lacked its own framing, exterior walls, roof and other features of a complete building. CBP rejected heading 9406 and classified identified wood components separately. That distinction is one reason a search for “the sauna HTS code” cannot safely end with one number.
Barrel saunas add origin questions
Headquarters ruling H343750 addressed outdoor barrel saunas manufactured through operations in China and Mexico using Canadian-origin wood. Beyond classification, the ruling analyzed country of origin, USMCA eligibility and trade-remedy consequences. It illustrates that a classification answer and a duty answer are related but not identical questions.
What the Census data can—and cannot—show
The 9406.10 series can show the value, trend and latest origin mix of all merchandise entered in the category. It cannot isolate sauna structures from other prefabricated wooden buildings. Sauna Import therefore labels the series a broad sauna-relevant proxy, never “U.S. sauna imports.”
